Recently MP and CE raiding restrictions have been changed/removed.
CE:
CEs may raid during any RC BR or CE MP without permission. This does not change Levithan’s raiding restrictions.
MP:
MPs may raid during any RC BR without permission, they still need to request permission to raid during a Mass Patrol.
